Ford 1996 explorer climate control blows heat on anything less than max and low air flow from face ducts?

THE AIR FLOW FROM THE DASH DUCTS IS CONSIDERABLY LESS THAN MY 1999 EXPLORER EVEN THOUGH THE FAN SOUNDS AS IF IT IS ON HIGH AND THE AIR FLOW FROM THE FLOOR DUCTS IS EXCELLENT ON HEAT ,THE OTHER PROBLEM IS THE AIR CONDITIONING WORKS FINE IF SET ON 60 BUT IF U MOVE THE TEMP SETTING TO SAY 70 AND THE TEMP GETS TO THIS , U'LL HEAR THE RECIRCULATING DOOR CLOSE AND THE THE NEXT THING IS FULL HEAT COMING FROM THE DASH DUCTS IN UR FACE , IF U TURN IT BACK TO 60 OR MAX THEN THE AIR CONDITIONING COMES BACK ON ,STILL HAS LOWER THAN I EXPECT AIR FLOW ;THE EXTREME LEFT DUCT ALMOST HAS NO AIR FLOW ,MY 1999 WILL ALMOST BLOW U DOWN FROM ALL DUCTSFord 1996 explorer climate control blows heat on anything less than max and low air flow from face ducts?
There is a baffle in the dash that changes the air flow to the ducts based on a diaphragm that works off of vacuum and air pressure. These have a bad habit of going bad on the earlier Expeditions. It could be as simple as a leaking vacuum hose or the diaphragm unit may be going out. It is a bear to get to inside the dash too. Another thing it could be the control panel too. Much easier to replace, but, unfortunately hard to diagnose by the shade tree mechanic.
