i cant access my control panel properly .whenever i open the control panel it shows this error message ';An error occurred whil working with this file C:windows\system32\netsetup.cpl ';.some times allthings get stuck .how to solve this problem?Facing problem with control panel?
a file has been corrupted, try backin up everythin when it works and reinstall your operating system

try to make repair or format ur window ... it makes solve ur problem and ur system will be faster

How about trying to restore computer to when it worked properly.
Don't worry.
If you have Window CD insert it - restart your Comp. - Boot from CD - Repair your C drive using automatic repair.
Note: Don't format your comp., it is just the same step. If you want formating the keep all software setups you need with drivers also BUT, Backup is same as Repairing.
