How can I find out if power coming from the face plate is getting to the field wires on a Toro Control Box ?

I have a Toro 1.0 16-station control box for a golf course irrigation system that is not getting power to the field wires. No heads will ';pop';. The timing mechanism is functioning properly, the voltage is good( 118V ac), all fuses and ground wires are connected and tight. Its as if electricity is only going so far and then disappearing.How can I find out if power coming from the face plate is getting to the field wires on a Toro Control Box ?
